Internal Complaints Committee (ICC) CT University, Ludhiana

 

At CT University, we are committed to providing a safe, inclusive, and respectful academic and working environment for all members of our community—students, faculty, and staff alike. In line with the provisions of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, the university has constituted an Internal Complaints Committee (ICC) to prevent, prohibit, and redress any instances of sexual harassment.

Vision: 

  • To foster a culture of dignity, equality, and mutual respect in the university by creating a gender-sensitive and harassment-free ecosystem.

Mission:

  • To ensure that all stakeholders are aware of their rights and responsibilities concerning sexual harassment.
  • To provide a confidential, neutral, and effective platform for redressal.
  • To actively promote gender sensitization across the campus.

 

What is Sexual Harassment?

As defined under Section 2(n) of the Act, sexual harassment includes unwelcome acts such as:

   - Physical contact and advances

   - A demand or request for sexual favours

   - Making sexually coloured remarks

   - Showing pornography

   - Any other unwelcome physical, verbal, or non-verbal conduct of a sexual nature

Sexual harassment is a serious violation of an individual's rights and dignity, and CT University adopts a zero-tolerance policy toward such behavior.

 

Composition of the ICC

The ICC at CT University comprises a diverse and balanced panel including:

  • Presiding Officer – A senior female faculty member
  • Faculty Members – At least two faculty members with experience in social work, legal knowledge, or commitment to women’s causes

   Non-Teaching Staff Representative

  • External Member – From an NGO or association committed to the cause of women
  • Student Representatives – From different faculties, as required

This composition ensures a fair, unbiased, and comprehensive approach to inquiry and resolution.

 

Roles and Responsibilities

  • Receive and respond to complaints of sexual harassment
  • Conduct a detailed, unbiased, and time-bound inquiry
  • Recommend appropriate action based on the findings
  • Maintain confidentiality of the complainant and proceedings
  • Organize awareness and sensitization programs for students and staff
  • Submit annual reports to the university and relevant authorities

 

Complaint Filing Process

If any student, faculty, or staff member experiences or witnesses an incident of sexual harassment, they are encouraged to report it to the ICC through the following means:

Step 1: Write a formal complaint (signed, and preferably within 90 days of the incident).
Step 2: Submit the complaint through any of these options:

             - By hand to the ICC office

             - Drop it in the ICC/Grievance Box installed on campus

             - Email to: grievance@ctuniversity.in

Step 3: The ICC will acknowledge receipt and initiate a confidential inquiry within a stipulated time frame, ensuring justice and non-retaliation.

  • Psychological and emotional counseling
  • Legal guidance and assistance
  • Mediation (if requested and appropriate)
  • Assistance in lodging FIRs (if required)
  • Continuous follow-up and post-resolution support

 

Awareness & Capacity Building

CT University actively promotes gender equality and workplace safety by conducting:

  • Orientation and induction sessions for students and employees
  • Gender sensitization workshops
  • Self-defense and empowerment sessions
  • ICC training for committee members and campus leadership
